The Start-up Ceremony for Experimental Unit of Learning Card took place in Mai Yuqiao Primary School on the morning of June 9th, 2009. The leading cadre attending the ceremony consisted of the Vice-president of the Provincial Education Department, Bao Xuejun, the Assistant head of the Education Office, Hu Huihua, the Vice-President of the Municipal Education Bureau, Xiao Feng, the Head of the Education Office, Wu Zuowei, the Minister of Propaganda department and member of the District standing committee, Qi Li, Vice-Director of the District People's Congress, Hong Chang, the Deputy Head of the Gongshu District Government, Wang Xinyu and Vice-Chairman of the District Political Consultative Conference, Secretary of the Party Committee, President of the Education Bureau, Han Baoping. The participates also consist of Cadres from the District Education Bureau, the District Personnel Bureau, the District Civil Administration Bureau, the District Community College and Over two hundred citizens.
The learning card is the intensification of the education consuming ticket service in Hangzhou. With the pursuing of the consuming ticket policy by the government and the demand of constructing a learning society by the central, the committee and the government have carried out, based on the local situation, a number of discussion on the granting of the ticket and the double-certificate system, i.e., a system in which professional certificate and adult vocational qualification are both included.
The learning card project, which is to be carried out mainly in three streets and towns at present, will be divided into several periods.Wu Jiadun Community in Kangqiao Town, one of the experimental units of the project, has attached great importance to the learning and developing of farmers during the process of urban transformation. It has invested 109,000 yuan in all to the plan with each family receiving 218 on average, covering the whole community.
Another experimental spot, Mi Shixiang Street, focuses on the life education of the folk unionss and feature associations. By the year 2009, It has invested 168,952 yuan and average member will get the learning fund of 56, covering 53 folk organizations and feature associations in the community.The third unit is the Hushu Street, who cares much about the continuing education for the unemployed group. It has put 159,656 yuan into the learning fund project, benefiting all the unemployed in the community.
Cadres from district, city land province government think highly of this learning card project and encourage its implementation in the opening ceremony.
Bao Xuejun, the Vice President of the Provincial Education Department, announced the start up of the Learning Card Project in Gongshu District.
"The learning card project will certainly benefit the people, " said Xiao Feng, the deputy Supervisor of the Municipal Educational Bureau, "I hope the government will strengthen the impact of the project to form a long-run system and thus develop more advantages and features."
The number of people taking part has reached 8,000 and cards sent out up to 1,000. Several representatives of the city were presented the cards in the ceremony. At the end of the ceremony, many citizens actively apply for the membership and also they paid a personal visit to the E-key class activity in the Mi Shixiang Street.
