Main duties
1． Implementing the educational laws, policies and regulations of the state, studying the questions concerning Hangzhou’s educational reform and development; exercising the entrusted researching and drafting of local educational rules and regulations and organizing their implementations after they are examined and approved.
2． Holding the responsibility in the colleges and universities under Hanghzou Municipality to strengthen the development of leadership, to maintain the stability and to emphasize and reinforce the ideological and political work; in some non-state higher vocational educational institutes and schools in Hangzhou to organize and develop Party branches; and in schools directly under the bureau to construct their leadership and Party originations.
3． Researching and deciding plans for the city’s higher educational development, coordinating and instructing the city’s reform of educational administration system and systems of running schools; advancing the stresses, scale, structure, speed and steps of the development of educational undertaking with instruction, coordination and supervision to follow.
4． Administrating in overall plans preschool education, elementary education, higher education, vocational and technical education, adult education and continuing education; examining and approving the establishment, alteration, merger and termination of general senior high schools and secondary vocational schools or their majors in the whole city; giving instructions to the arrangement of the city’s kindergartens, primary and secondary schools and adult schools; coordinating and instructing the educational administration in districts and cities or counties under the Municipality together with educational supervision and evaluation.
5． Providing instructions in ideological and political work, moral culture, physical education, and educations in health, art, science and technology, national defence and demography.
6． Administrating all the degree education in the city and the relevant admission examinations; reforming admission systems and regulations; working together with other relevant administrative bodies to make and implement plans of admission for the full-time universities and colleges, adult institutes of higher learning, and the general senior high schools and secondary vocational schools in the urban area; making plans and providing instructions of adult self-taught education examinations and of illiteracy elimination work.
7． Administrating the teachers in the whole city and organizing to implement teachers qualification system; being in charge of the evaluation and appointment of teachers’ posts; making regulations on teacher administration and making overall plans to guide the construction of the teams of teachers and administrators.
8． Working with other relevant departments to make policies on raising education funds, educational appropriate money and construction investment of education; regulating the charges in primary and secondary schools; supervising the fundraising procedure and the education expenditures in the whole city; looking after the education statistics in the city.
9． Holding responsibilities in the city’s teaching and education reform, education science studies, teaching research and the development of modern educational technology.
10． Administrating the city’s educational system’s cooperation in running schools with foreign schools or with schools of Hong Kong, Macao and Taiwan.
11． Coordinating, instructing, supervising and examining the undertaking in Chinese language education and the promotion of Mandarin.
12． Administrating the schools and public institutions directly under the bureau and guiding the work in their mass organizations; giving instructions in developing school-run enterprises, work-study programmes and the schools’ logistic socialization.
13． Undertaking any other business directed by the municipal government.
